Pelleted seed are seeds encased in clay or clay like material to make them all a uniform size and shape. Makes it easier for mechanized planting. Why wally world sells them in small packs, I have no idea.

I'll leave it to one of the more experienced to explain dampening off.
 
It's actually damping off. One of the many answers a google search will reveal: "a plant disease occurring in excessively damp conditions, in particular the collapse and death of young seedlings as a result of a fungal infection."

Thanks rjohns! I bought all of my seeds there too. But everything came right up so I guess I didn’t buy any pelleted seeds.
