She will only set on the eggs if she is broody. The eggs will only be fertile if she is with a male and some of the eggs may be fertile and some not. The longer she is with a male the more likely they will be fertile. You can always break open an egg to see if it is fertile. She will start sitting on the nest when she is through laying. Are you sure they are all her eggs? Usually other birds will lay in the same nest box. If you are sure they are her eggs mark them and daily check the eggs and you will see if she has layed more or maybe another bird has. If it had been 10 day and she is still not sitting on the nest and you want to hatch some eggs maybe you should consider putting the eggs in an incubator. If the eggs are fertile after 10 days they start to loose their viability. Not to say they won't hatch if they are fertile but the chances get slimmer as each day goes by. If she just started to lay the eggs are probably on the small side and it's not a good idea to hatch out small chicks. I would wait until the eggs get bigger. They will increase in size the longer she lays. I hope this helps you some.
Thought you'd like to see this since so many have asked how to tell if their eggs are fertilized. The first picture is an INfertile egg. The next two are fertile eggs at slightly different stages, but both freshly laid. Usually, you look for the bullseye/donut appearance, but there are different stages of development of even freshly laid eggs and the two last pictures demonstrate that. This is caused by cells in the center of the blastoderm dying off and leaving a cleared out area, making that bullseye appearance.
