I hatched a baby chick out of my olive egger hen & BLRW Roo to see what I would get . Both parents have clean legs but the baby has feathered legs !! Why would this be ? Here is a pic of the baby! The mama hen is a buff color

Is it actually growing or just pressed against it?
Must have some feathered legs somewhere in the history of the parents.

My guess would be your OE hen was created by using a Marans(feathered legs) Your hen didn't get the feathers but carries the gene. JMO.
that's probably the case !
