I remember seeing things in the news about puppy mills here. Haven't seen anything about it in decades. They break up dog fighting rings and cock fighting... that shows up in the news occasionally. There are backyard breeders, there are people who don't take care of animals, but the penalties are stiff in CA, including jail time. The puppy mills are much more prevalent in other states that don't have the resources to crack down on it. Majority of puppy mills are in about 5 or 6 states from what I've read about it. There are all sorts of animal rights groups that track these things down here, video tape in feed lots and slaughter houses to expose abuse. There are probably some mills, of course, but it is no longer an industry in this state.I dont think she is talking about the pet stores as much as the back yard breeders. Puppy mills are everywhere I bet. No one knew them amish had all them dogs hid away . feet never touching anything but wire in the chicken cages they were forced to live in. There are good and bad everywhere you go. Maybe being in the good hoods maybe you dont actually see what goes on.
