Issue is my brothers dog stays inside.... WHY

Well that’s no good you have to keep her safe from the dog for sure.

I would keep her in a room that is a no dog zone...at least for now.

After I put the saline on I’m going to blow dry her and then have to go to school as It’s very unlikely my parents will let me stay home.

I’d sure keep her in a safe clean place. Food and water quiet and keep the other away from her for now. Do you have a large dog crate you can set up for her

Also if she is not eating try some treats so she a least gets some food in her belly.

We don’t have a dog crate.

You can just put her in a room(maybe your room so the dog can't come in) and she just stay in there. If you have an essential oil mister then putting some relaxing oils can help her to relax.
