You need to keep working at it. That hair needs to go. It has to have two ends. CAREFULLY pick around it with a pin and try to find an end. You might be able to unravel it. Or at least get it loose enough to cut. Good luck.

It's really cutting right into her foot though. Wouldn't that hurt really bad?

Do you have a sewer's seam ripper? If so, it has a rounded point, but a sharp edge on the inside. It may work. Good Luck.

Think of it this way... Most of what you have to do is going to hurt a LOT less than slow loss of circulation and rotting off of the foot. It's unfortunately one of those tough love situations. We never want to hurt them, but sometimes you just have to choose the greater of two evils.

I'm pretty sure your toe slowly rotting off is going to hurt worse than anything being suggested on here.

is it possible to run her to a vet? because if it has cut into her foot she may need antibiotics... just a thought- for now what about putting neosporin on it, it will dull the pain, then try to slip the edge of toenail clippers in and snip it, can you post a pic?
