He is more yellow than white, and all over. Doesn't look like bleaching to me.

It might be a white orpington rooster but not sure but I know it is definitely a cockerel.

it's a very lovely boy that you have. Is he yellow or true white? It's hard to tell from the photo. I have a white jersey giant rooster and they are BIG! I think yours may be a mix. He's pretty, you should keep him as long as it's allowed where you live and he is nice! Welcome here!

Thank you - he is lovely. He is a vivid white in colour. I really don't want a rooster though, and I don't think my neighbours do either!
