Hatching Chick Stopped Breathing

Last night two eggs started chipping and coming out at around 10 PM. One of the eggs right now suddenly stopped breathing. I didn’t know what to do, and I carefully peeled off some of the egg. There is a tiny blood spot, and the chick is not breathing or moving. Should I continue to open it? Should I peel off the membrane? This is my first time hatching eggs. Thanks for the help.

Also, on the other egg, the chick made a pretty decent hole and it just has its beak out and does no more pecking. Is it normal? Should I help it?
 
I noticed no one had replied to this and I am assuredly not the authority on the subject; but I've been through this; all the chicks that I've hatched that externally pipped and didn't emerge within 12 hours either died in the shell from exhaustion or for some other reason; if mine stop breathing, I start peeling them out. I've managed to save more chicks than I could keep count of by assisting hatches, and I would at least pull off the top part in case the yolk hasn't completely absorbed. Just go really slowly with the membrane in case there are blood vessels still at large.

Unfortunely, it did not make it. But it’s okay, it just wasn’t meant to be. 4 beautiful chicks hatched last night, and two are hatching as I’m typing right now. I still have 13 other eggs expecting to be hatching in 9 days :)
