My sister also found and rescued a falconer's hawk, in the same way. She had noticed it's "unnatural" behavior and then spotted a piece of a leather tether hanging from it's leg. Maybe this kind of tragedy is more common than we think. Poor birds!

Red Tailed Hawks are on the ENDANGERED list. It really wouldn't matter to them. It is different with foxes, wolves, dogs, etc. But when it is an edangered animal Fish and Wildlife WILL take action.

The summer before last a hawk flew down and latched onto the arm of a driver going down the freeway. The driver pulled his arm into the cab of the pickup with the hawk. Couldn't get the hawk off so drove into a gas station for help. Eventually they got the hawk off, but his arm was pretty tore up. The hawk was fine.
About 10 years ago I had a hawk fly down and pace my car, just outside the open passenger window, for about 15 seconds. Totally awesome to see it less than 3 feet from me.

From a hunters point of veiw I find falconry facinating, however from a parent and bird owners point of veiw... You can get a permit to kill 1 hawk if they are killing your livestock and I'm sure if they are possing a threat to children. You have to go through the federal fish and game dept. to get it and I think there is a fee, You also have to make sure it's the problem bird that you get as it is only for 1 bird, and turn the carcase in because there is a law that states you can't possess any part of a BOP. Collecting a bird to practice falconry with is a whole nother complicated process.

a hawk could maim and blind a full grown adult let alone a small child. while endangered if caught in the act most parents will do what comes natural and protect their children, even if it means beating a hawk to death.
