Heat bulb for bobwhite quail chicks?

I made my rack with some scrap lumber ripped down to 1 1/2 x 1/2, 1/2” hardware cloth, and some carriage bolts with wing nuts. Nice & easy to loosen the upper wing nuts, raise the rack, and then tighten the lower wing nuts to make it higher as the chicks grow. I used an old T-shirt to wrap the heating pad, and bungee cords to attach it to the underside of the rack. I had a half sheet of thin (1/8”) plywood that I cut to size to cover it, so the pad didn’t get poop on it. Cardboard would work just as well, though.

That looks amazing! I'm going to try and do something similar! My heating pad I got isnt going much warmer than 90 degrees f is this okay

Where are you checking the temperature? I put the thermometer right against the pad, and it was about 8 or so degrees warmer than the floor beneath it. That’s where to check it, because they get the heat from pressing against the pad.

Remember that a heating pad is different than using a lamp, you can't really measure the temp the same way on the floor of the brooder, you have to go more by their behavior. I assume that quail are similar to chicken chicks in the behavior aspect?
I use an infrared thermometer on surface of pad and it's 110-120°F, which is about the same as a commercial heat plate for chicks.
 
Here is one...I'm digging for a better one but if you look to the right you can see the heating pad. It comes out only about 3-4 inches and it's covered with a face towel then I keep paper towels on top.
I don't use shavings. I use paper towels that I change constantly.

I kept a thermometer on top of the heating pad under the towel the entire time.
Not sure if you can see the thermometer behind the plant in my photo but I never kept the brooder hot...ever.
These quail thrived in a cooler than what everyone recommends brooder with just a small portion of the heating pad to go to if the wanted.
 
You can see in my above pictures I had a regular 60 watt light clipped on to the side of the container for a while too, in addition the the heating pad.
I had the light plugged into a thermostat set to 85 first day and I lowered it daily for the first few days.
