It’s definitely not normal. Would you mind posting a picture? :)
I couldnt get a picture because he was keeping it closed, but he would frequently open it and it would be clean, like nothing was there. When i was able to get a look when it was closed, it looked kinda like a thin film, I didnt want to keep bothering him or his eye though and irritate it. This is from google it looks like that but not near as bad as that one.

Hi Haley, welcome to BYC.
I do not have any ducks, but mucus in the eyes is usually a sign of respiratory ailment.
Before you panic, what bedding are you using? What type of heat source? babe
This isnt the exact brand of bedding but similar, it is pine bedding though, i got it from Tractor Supply along with the heat lamp that i am using

I'm sure the bedding is fine, as long as it isn't cedar.
Heat lamps can be a danger because the birds can be easily overheated. I prefer a mama heating pad (mhp) cave or a heat plate. The mhp is cheap and easy to use. It is most like nature in my opinion.
Member @Blooie is the expert on the mhp.
If only one of your ducklings has a runny eye, you may be dealing with an irritant in the eye itself. I hope someone in the duck forum can give you more and better advice.

would you happen to know what kind of water I should provide for them, no one has answered me in the duck forum. I feel like tap water has to much chlorine in it for them

I'm sorry, I dont. I do give my chickens tap water, but our chlorine level isn't high.
To keep your post on the duck forum visible, try posting an update and photos frequently. I'm sure someone will see it and respond.
