Typically quail are fed gamebird chick feed; the kind used for turkeys and pheasants. I would aim for at least 22% protein.
I am gonna guess that it is a vitamin or nutrient deficiency. Nutridrench may help, otherwise you could try electrolytes and probiotics in the water.
they have nutria-drench in their water. they don't sell quail feed or gamebird chick feed here.. I have looked.

So I have been looking on the internet and found a bird skeleton online. I then did a search on protruding clavicle. The only thing that I could really find was possibly an impacted crop pushing the clavicle out. I am not a bird expert, so I can't tell if that is actually a possibility- but just incase, I thought I would pass it on.
