Def not a great pic to look at as its so blurred but my guess would be its the egg yolk hasn't been absorbed fully yet.
If you find it again wrap the chick n Yolk in some warm damp paper towel n put back in the incubator, leave its head clear just keep the lower part of the chick in the damp paper towel, and just give it the time it needs to absorb the rest of the egg yolk.

This can take several hrs but just keep the chick warm n the paper towel damp so that it doesn't dry the egg yolk out. That all absorbs into the chick n the chick is in most cases fine fit n healthy. A few really weak ones can die but often that's also due to there factors.
