Help! Chick with rye neck!

Is the brown stuff alive and moving? I can't see from the photos what the brown stuff is. I don't see brown stuff. Are his eyes always closed?
 
Take a square of toilet paper and wet it and wipe the brown stuff off his face. Chicks will lie down and nap in poop. Heck, even adult chickens lie down and nap in poop. They don't seem to mind.
 
The closed eyes while standing isn't good. It may mean he's weak and lethargic. Try giving him a little sugar in his next dose of E and egg. Also, but a drop of Nutri-drench in it, too.
 
UPDATE: He is acting mostly the same, but... he had(I say had because I hope he is acting better) a relapse earlier where he walked backwards in his water-bowl, and when he would lie down(and he would do this before kinda) he would put his head upside-down in front of him. He also acted funny in other ways.
I have been sucking up with the egg-oil mixture water-sugar-drench mixture.
But I think his relapse is partially due to the fact that I have been outside most of today, and I left him with water-drench-sunflower mix and a bowl of food.
I would dip his beak in the water before I left.

I'm a little concerned about that sunflower mix. How fine is it ground? I'm worried he might be constipated from it. Is he pooping normally? Are the turds moist and plump or tiny and dry? Is his crop full?
 
It is about the same size as chick food and a little bigger.
Yes he has been pooping normally for the most part.
Today, moist and plump, expect for, I think, one dark-brown wet one and a few wet-ish ones.
If you want me to take out the sunflower seeds, I will.
 
For now, taking the sunflower seeds out of his diet might be a good idea. He'll get enough nourishment from his feed and the egg. At the first sign that he is straining to poop, chirping loudly as he strains, or if he suddenly refuses to eat, give him a half teaspoon of olive oil or mineral oil or coconut oil in his next E and egg.

Are you able to get one entire capsule of E 400iu into him each day? You may even give him a little bit more than that if he continues to have bouts of progress reversal.
