Is it possible to raise mature button quails (I am only keeping 2 as pets) in a 26 in x 16 in plastic container? I do know that they need ventilation.

That's a little small for them, but they might be okay if they have hiding places. You can modify a plastic container like the picture below to give them ventilation.

That's what I use and it's in a standard heat lamp shield. You can see it in the picture in the post above yours.

If I have a wood cabinet converted to a quail cage and I have two sides of ventilation that have 1.5 sq ft and 2.4 sq ft of ventilation and I have 2-3 quails, how often do I need to clean out the bedding or spot clean it?

Whenever it starts to smell. That will be probably be 1-2 times/week.

Yes but how bad would 3 quails be to the information provided? (Cage is 45x14x16)

Quail poop a lot. 3 quail in a little less that 6 square feet will probably want cleaning about once a week.

That's what I meant. If you just want to scoop stuff out, you're going to be doing that daily.
