I sure hope you are having good luck with the little one.

If you are hand-feeding it, it will imprint, not much you can do to stop that but train it to hunt and fend for itself (without human contact once eating on it's own) in prep for release... or keep it...

Keep it? Without a permit? I don't think so.

Release an imprinted bird? Not a good idea.
 
realy interestedto know if this little guy has made it and in the correct hands.

raptor rehab is incredibly difficult but this little guys eyes are still shut which means he has an excelent chance for full rehab and release if he can get into the right hands and fast!

in terms of your falconry permits, i dont know of anyone in tx, but your wildlife rehabbers might know of someone local...

and if nothing else get intouch with your states parks and wildlife services, they should be able to proide you with a list of lisenced falconers in your area.

f your interested in doing falconry rehab (different thing all togheter of course) as the rehabber that takes this little guy if they would be willing to mentor you.

personally i USED to do both in the UK i was a licesnced falconer, and when i came to the us i started doing raptor rehabbing (moved into vector species due to space and requiremnts)
id love to get my falconry lisence here in the USA, but its increidbly hard to find a falconer that will allow a female to aprentice...its still very much an "old fashioned man sport" with alot of "thats the way it is" attitude to women.

shame realy considering i alreayd have over 10 years prior experience with kestrel, buzzard, hawk, barn owl, falcon, and eagles (golden primarily) i LOVE flying the kestrels, fast as all get out!
if your realy interested in doing it, its a wonderfull hobby (and its amazing to build that bond) but this little guy needs a good rehabber
