Yes.

The comb isn't very developed, and while there is a lot of red on the wings, it isn't the shiny, patchy red that cockerels often have. I could be wrong, but for now, it looks like you have a pullet.

Your EE's look just like mine! Same colors, ill post a pic when I can get on the computer. They both look like pullets to me. Very pretty

She is about 15-16 weeks

So the bird in question is 10 weeks old now, right? I'm still on the fence, but it does look more like a she than a he. The red on the wings is the suspicious part. Good luck! Gorgeous bird no matter what!

I would say at 10 weeks and the bird in question still showing a comb like that it's a pullet. A roo would be showing a pinker comb comprised of 3 parallel rows of vertical circular bumps that look reminiscent of peas (a pea comb). Yours isn't showing that, so I am voting pullet.
