Help quails!

My adult quail are overheating on a cool night they have fresh water
And icepacks but they keep panting and feeling warm
When the birds in the other cage
Are fine plz help!

What about a fan for air circulation. That helps sometimes.

Are you sure they feel warmer than normal? That may just be their normal temperature; birds can feel very warm to the touch if you feel their skin. Perhaps they are sick. You could try some electrolytes in the their water.

Maybe the panting is a sign of stress. Check around their cage for any signs of things that might scare them, such as a predator. Even a cat just sitting and watching might be enough to stress them.

When stressed they will hold their mouth open and look like they are panting but it's when they are worried about something, not because they are hot.

Heat is litterally radiating off of them i hover my hand above them and it feels warm
