HELP!! Umbilical cord and... something greenish?

A few days ago I went out to find mama hen kicked a chick out of the nest. I thought it was close to death so I picked it up but to my surprise it started coming back to life. I did a little research and think its umbilical cord was still attached. Its since dried however it hasn't fallen off. The little one perked up and ate and drank and ran around its little box. Today however I noticed the little ones breathing is labored and it looks like something oozy and yellow/green is coming from close to where the umbilical cord is. I've made sure to keep its vent clean and open. What could this oozy-ness be? How do I help this little one?
 
Sounds like it has oomphalitis, which is simply an infection of the umbilical cord. It is pretty serious in young chicks. You could try an antibiotic ointment.
 
Thank you. I lost baby chick about an hour ago. Poor thing.
