It looks similar to 'cherry eye' which my dog had once.
 
Cherry eye is a disorder of the nictitating membrane or third eyelid. Cherry eye results from a defect in the retinaculum with is responsible for anchoring the gland to the periorbita and the defect causes the gland to prolapse and protrude from the eye as a red fleshy mass.
