I dont know if I am losing my mind or what. Im trying to give the birds Tabernil, but the dosage has me thrown off. TABERNIL AD3E should be added to drinking water in the following amounts: 4 ml/litre, which is equivalent to 4 drops/40 ml of water",is what the website says, however it just seems like a lot for a gallon of water. Maybe my math is off, or I am reading this wrong. The bottle is 20ml. AM I wrong is this about 16 drops per gallon? Anyone familiar with this product?

Welcome!
Why are you trying to add a vitamin supplement? Are you referring to caged house birds?
Chickens fed a fresh complete diet won't need extra vitamins, certainly not in their drinking water.
Are you in the USA, or elsewhere?

Canada. I have 23 birds and we are having a few egg laying issues. Its def not a calcium Def. So the vet suggested Vitamin D3. Its common with thin shells after ruling out calcium Def.

3785 ml per gallon. divided by 40 = 94.625. 94.625 x 4 drops = 378.5 drops per gallon. 1000 ml in a liter, 3.785 liters in a gallon.
