Dab it on to their beaks where it opens and let them drink it up, may take them a bit to do it. Or even try on the sides. But dont put the dropper down there mouth.

My baby quail is weak and won't really eat or drink by himself and both of my quails are picking and scratching their sides near the vent and I don't know what's wrong or what I should do I only have two and I want them too live please help thanks

Also sounds like they have pasty butt. Check for that and if they do, soak in warm water and remove and caked on feces.
Other than that, the electrolytes that @Hope Hughes gave will help to stabilize them and keep them hydrated.

No they were born inside I've treated my birds for lice already they don't have it
