Help!

You could try adding oil. You can buy special oil formulations designed to dress ethnic hair. If this were my duck, I would try that. Look in the hair care department at Walmart or similar or a beauty supply store. You can find these products anywhere from inexpensive to super expensive. Unfortunately I have very little experience with them. I’d try something a bit above super cheap, but definitely not all the way to “OUCH”. If it’s a disaster, you can always wash it out.
 
I am not sure you can duplicate the waxy product that comes from a ducks preen gland. If you look at them when they have normally preened their feather don't look oily or greasy. I really don't think this is going to work. I'd just keep her out of any water when it's cold outside if she is living outside. It's going to take more work but look what all you've already put into getting her where she is today. Keep her inside her coop on days when it's raining or snowing over winter. Or if she lives inside just keep with what your doing warm bath and blow drying. I think for really soiled feather a bit of dawn will help clean them that stuff really takes the oil out of my hands when I use it.
 
I discovered it purely by accident, and it was a total messy disaster, but with that discretion...

I applied some bag balm to my goose's beak one day because it was looking rather dry. Within minutes, she had preened herself, and the bag balm was all over her 😳 granted, she has her oil gland so this was not ideal, she ended up a filthy mess that day. Anyways, it contains lanolin which new mothers, human and animals alike, use on the nipples to help with chapping.

Maybe a dollop of bag balm or coconut oil where her gland used to be and let her spread it herself?
 
I mean you could try using some coconut oil and if that doesn't work I know you can buy a olive oil substance for ethnic hair to keep it from getting frizzy. I have never had a experience like this and I'm sure most people haven't. Its going to be a fun game of trial and error. Good luck!
