As to waters and feeders inside or out I think it depends on what's easier for you and where you are. Mine are inside because I'm in a cold climate and use a water heater to keep the water from turning into a block of ice. I keep the food in as the coop is predator proof and keeps mice and other critters out (at least so far) and there are days when it's too cold or snowy when they want to stay in so the food and water stays with them. But many others keep it outside for good reasons...easier to fill waterers...rodents etc. Do what works for you with the space you have.
