Hen never started laying..

A while back I had an accidentl egg hatch while I was gone on vacation, and the father was an all white rooster a few black specks on his tail and neck, and we don't know while hen actually laid the egg. But I was wondering if it was possible for a hen to never lay eggs, because this mixed breed hen is around 9-10 months old, and not to mention she is a little different from other chickens, such as she is small, have a very small head and feet, and has cross beak. so is it possible for gems to never lay? because we haven't got one egg from her
 
It's always possible as hens will only have one functioning ovary, so if it's damaged than they won't lay. Many hens can be late bloomers, especially this time of year. Some can take up to a year to start laying, and some breeds are still vaguely seasonal layers. You may have to wait a few months and see.
 
The fact that she has a cross beak is worrisome. Do you have any bantams or small birds in your flock? If not, then her diminutive size points to poor nutrition, most likely caused by her cross beak, or even failure to thrive. Such issues would be key factors in keeping her from being a productive flock member.

From what I can see, she has adapted to eating differently, but since I don't have any bantams, could there be something else to help her out?

it could be indicative of other things 'wrong' inside her body.
Only time will tell if she will lay or not.

We give the chickens a scoop from a large can into their feeder of feed for laying hens, and half a scoop of mixed feed with crushed corn and oyster shell grit. I keep the top of the feeder off because what she does is perch on the side of the feederand tip her head upside down and begins to eat. here she is

Provide the oyster shell seperatly in another bowl...She lived this long with her beak so it should not be an issue ?..
I had a Hen that only ever laid Fairy eggs, tiny eggs with no yolk..She went to a pet home...
