It could be Waterbelly aka Ascites. That's not good. Here's a link:

I’m sorry. This sounds like a laying disorder. Is an avian vet an option?

Is her fluffy belly swollen with fluid? I have found Lily of the Desert Aloe Detox and aspirin can help with the fluid. If she were mine, I’d go to an avian vet. If that were not an option, I’d probably do the detox, anti-inflammatories and possibly a strong antibiotic like doxycycline or enrofloxacin.
