Hen with Spurs???

Does anybody know what sex this bird is? Or the breed? Chicken is almost a year old. Hen feathered. Does not crow or mate with the other hens. Does sit in nest box, but I haven't verified whether she? he? is actually laying. Based on this, I assumed it was a hen. But in the last month she's grown these spurs. Do hens sometimes grow spurs? If this is a rooster, why doesn't he crow? I'm just very confused. I'm attaching picture of overall bird, bird's spurs, bird's saddle feather area with wing, and bird's saddle feather area without wing.

Looks like a speckled sussex hen. Although it seems rather odd, some hens grow spurs on occasion.

I don’t know why they grow spurs, but I have a 4.5 yr. old welsummer hen with spurs.

I had a hen that grew spurs. It just happens I think. Maybe in the genes?
