Herniated Chick needs help! (graphic photo)

I just want to make sure I’ve got it right though, what I’m doing. Is tying off and removing the tissue necessary for a chance at survival if intestines aren’t involved? Or is the point of tying off and removing just to determine whether I need to euthanize so that I don’t prolong suffering?
 
If you don't tie it off, there is a chance that the chick will catch it on something, and that will pull out the intestines. I used a rubber band because I felt the width would help it act like a tourniquet. Something like floss might just cut through it.
 
But if I tie it off and severe and there are intestines in it, that would be quite painful no?
Google pictures of "chick intestines" to get an idea of what it looks like.

Another option would be to put it in a cup for 24 hours and see what it looks like tomorrow.

Still alive and quite plucky. I tied off the tissue and severed it. I kept her separate for a while until what was left had shrunk enough that it wasn’t so visible to the other chicks. Her fluff never fluffed beyond her head. The only other chick I had that happen with died within the first couple of weeks. Hopefully it’s not related.

Is there any time after which I can assume that the hernia isn’t a risk to her anymore?
