Interesting ideas, but have you thought about this:

I had a very smart girl with a good GPA on my middle school team. She lacked the size and skill to play. I kept her as statistician with all the team privileges including practice with the team, but did not let her play. When I stopped coaching the team, the next coach let her play. She rubbed it in my face until she got injured by a slide tackle. Now she can't play any sports which is sad because she was a very good runner. She now understands that I was trying to protect her. We already have programs in place for afterschool programs, but again do teachers work a 12 hr day? Do they get overtime? I would rather spend that time with my boys.
I like the voucher plan, I don't think private school's would though. Would they be able to screen students like they do now?
