How big of a pond do I need?

Can you buy that or do you have to build it yourself? Also, it looks like it'll need a pump at the bottom to make the water go up.

I want a heated upper pond with a pump from a lower pond to the upper pond. There will be a bottom drain in the lower, to a septic chamber. I live outside of the city, on county land, but I have city water, so no well. I plan on a 4" pipe with a spigot to the septic system to be drained completely every 2 - 4 weeks. No filter system.
