Rubber gloves and a close pin on the nose to start... then what?

You can't wash the top without taking it apart, but it should be clean as most the gunk is in the bottom. Bathtub with ant-bacteria dish soap in the water works good. Do not scrub just weigh the bottom down with something so it is submerged for long enough to loosen the gunk to be sprayed off.

That or just take it in the shower with you, and spray it with the shower head.

After you wash the gunk out... spray it down with bleach and water to disinfect. I usually use a capful of bleach in about a quart of water that I put in a spray bottle. Spray, let sit for about 10 minutes then rinse out and put outside in the sun to dry. I know some use a more scientific measurement but I've done this on my last 3 hatches and it's worked out great.
