I think it has been handled, even if it were sick I thnk the cat would have gotten more a reaction, Most vets have the names and numbers for wildlife rehabers.

Seems too calm to be a wild one. We have a falcon club fairly close to our area (they buy quail from us to feed them). I would guess this guy maybe came from someone such as that.

Way too small for a redtail, or a Cooper's since both are bigger than the cats I have known. I thought sharpshinned when I saw it.
 
I must admit, I'm very jealous right now. I find raptors amazing. They're all very beautiful birds. I would keep feeding it. It may have just gotten lost? We've had pigeons come to our door when they get lost. (they have bands on their legs)
 
In my opinion it is not afraid because it has no reason to be. Look closely at the beak and feathering, almost perfect. In the wild there will be damaged and/or missing feathers, scarring and chips in the beak. I wouldn't be scared to guess that someone had it as a pet, decided that they didn't want it anymore, and turned it loose. Without hunting skills it will starve.

Nice raptor though. I hope it can get the rehab that it needs. Something is definitely awry.
