I run a rooster rescue, I take in all the unwanted "noise makers", LOL To control the crowing, I have the roosters each housed in their own little coop and I completely black them out at night and most of the roo's dont make a peep. I have secured carpet remnants to the front doors that I just drop down at sun down then I flip them open in the morning. For as many roosters as I have, you would think that I have only a few. The tarp sounds good, but if it doesnt completely black them out, they will still crow. Any light that can seep in or reflection of light, they will see it and start to crow Total black out is the only way to stop or minimize the crowing. Hope this helps.
