Solved how do I start a new thread on the forum page?

I see the blue box but when I click it. It tells me that I'm not allowed to post in classifieds please see forum rules.
I can't even find the rules.

I think you have to have at least20 posts before you can post. I found this in the "Buy/SellTrade rules" for that forum.

Only moderators can close threads. You can report your thread by hitting the red flag button on any of your posts in that thread and request it be closed/locked. The final decision will be with the moderator if they close it or not.
