How many vitamins is too much?

You gave 3 capsules of 400IU of what?

Post some photos of the chick. She was born with a heavy head?
Star Gazing/Wry Neck in a just hatched chick, I would try giving PND at a rate of 2-3 drops twice a day.

IF you wish to give vitamin E and B Complex, instead of the PND, then give 400IU of E and 1/4 tablet of B-Complex. She needs hydrated and to be fed too. Vitamin E is not water soluble like B vitamins, so you can overdose.

I'm sorry your chick is not well. It can be distressing with just hatched chicks = sometimes they have a deformity which they cannot overcome so the large heavy head may be the cause instead of vitamin deficiency.
Vitamin E. We took 3 capsules of 400 IU vitamin E and put it in the chick starter with water to make lile a mash mixture. She ate about 75% of within 24 hours but declined tremendously

Was that a total of 400 IU or 400 IU per capsule? That sounds like an overdose.
50 IU of vitamin E per pound of feed is considered a high amount for chickens. Many feeds have less than 14 IU per pound.

I'm sorry:hugs
I agree, that was too much Vitamin E. Looking at your other post you added Selenium droplets too?
Either way, I'm sorry about the chick.
Sometimes chicks that hatch out weak like this one did don't make it no matter what you try.

Well, we did that much the last day as a last resort. The first day of the star gazer we used nutri drench. And a lot less!!!

I had to order the selenium so that was the last day too. But thank you. We tried for 6 days straight. She improved the first 3 wonderfully. That was why it was so hard to swallow. We don't know what went wrong. At that point, day 3, we were just giving her poly vi sol and we would just drop a drop on her beak and let whatever fell into her mouth fall in. We did that 3 times a day and she was improving until day 3.
