The OP's best bet is to get the cops involved. And don't let them be lazy. The cops should report this to CYS. If I were the OP, I'd call just to make sure CYS heard about it. If the kid is acting out at home, he's probably a handful at school. IME the school will have a lot more oomph in getting something done about the kid than you will. And I am digressing again. Sorry.

I don't work in the field anymore. I tend to become frustrated with my agency and my co-workers at some point. People who bill and bill and bill yet their clients never improve bug the crap out of me. Then I need to take a break for awhile. But I still think and wonder about some of my clients.

Exactly.

Sometimes it seems as if the money is more important to the agency than the client. And sometimes I wonder why some folks get into the field if they don't like kids or parents or want to make an effort.
 
I'm on the other end of the CPS story... I work in a school and am required by law to report suspected child abuse. Our CPS is so absolutely awesome out here (NOT) that in both of the two cases I reported over the last several years they told the parents who filed the report. Which of course led to threats, stalking, etc... fun, fun, fun. Not to mention in one of the cases, there was never even a home visit... they called on the flippin phone!

My suggestion to report the child to CPS is not only because something may very well be going on but also because there needs to be some written documentation of this incident just in case the neighbor decides to go crazy and start making weird things up. Protect yourself at the very least.
