Yes, the dust is bad for all air breathing creatures lungs. What I do with the DE is I use a scope and lightly dust the surface using a dust mask and while the chickens are out free ranging. The DE settles pretty quick so there is no dust just flying all around. A lot of fokes mix it in with there dirt bath and in that way it kills the mites and other insects that may be on the chickens.
I just don't know what I would do without it. And again I am aware that the dust will irritate the lungs. But for all the positive things it does it surly out weights the negative that you have control over.

The best thing you could do with those maggots is let the chickens eat them. Lots of protein. As long as you aren't eating the chickens them eating raw meat isn't a concern. (Since it was a chinese restaurant who knows what kind of meat it was, maybe dog.)

You could put the maggot infested stuff in a black plastic bag and sit it in the sun for a week or so. Everything should cook pretty good in that. Then dump it back on the compost pile.
