Humidity... Help!!!

Yesterday was lockdown for the quail. I put a sponge in and woke up in the morning with 98% humidity. It was probably there for 7-8 hours. will this hurt them?
 
Maybe. Are you confident in the hygrometer reading? Was it calibrated? Is there condensation on the glass/plastic window?
When are they due to hatch?
 
the hygrometer is not calibrated, it is a still air incubator so I am assuming that Is why their is no condensation. I am confident in the reading though
 
If it were really 98%, there would be massive condensation at 99.5F so your hygrometer is wrong. I can't tell you how many hygrometers I've had and threw away because they wouldn't hold calibration.
Can you remove the hygrometer? If so, put it in the shade outside for an hour, go to a site like accuweather, enter your zip code and see if your hygrometer agrees with the reported relative humidity for your area.
If you can't remove it, open the incubator for a bit and see if the reading changes.
