What % calcium, protien?

How many weeks old (I see they're adult sized, but are they too old?)

Are you certain they're not eating eggs?

Well I have a friend who is giving his coturnix GB layena like about 5 weeks of age and his start laying at about 6 or 7 weeks.

Try feeding them a hardboiled egg, see if the added protien makes them inclined...
 
Barring diet, all the other good suggestions, and I'm not sure of the exact age of the hen within a few weeks...I'm going to guess lighting. 14 plus hours I hope?
You could also have a (late bloomer)

On a side note: They both are lovely/healthy looking birds!

I had a friend that bought 10 day olds from some one.........long story short I got them some 8-10 weeks later and I had them for 3 weeks and I told DW I was going to put them in a pot the following weekend...the next day I had 1 egg the next day 2 and the 3rd day 3 and ever since at the least 3, ........so maybe threatening them will work....

They should start laying anywhere from 6-9 weeks of age. The higher the protein, the more eggs they lay. The turkey starter should be just fine - it's probably anywhere from 24-28%.

Have you seen them mating at all? They usually start laying a week or two after that.

yes they have been mating everytime i go and check on them the male is "stepping" (as my parents call it) on her ever chance he get but i have not heard him call lately but its only them 2. because about a month ago a cat killed 4 of my other quials and they were the only pair i had left.
