I had read your other post about your neighbor shooting his dog in front of your kids, & the police being so out-of-line. I was appalled! And that your neighbor tried to project some convolution of a twisted guilt trip onto you amidst his inappropriate handling of things!
I'm so sorry you've run into craziness like that!
I've lived in a remote rural town and understand how the local dynamics can weigh heavily in situations. You may find if you talk to another cop or 2 that one of them is far more sympathetic & knows how to handle the local elements, too. Also, there may be other non-police people around who can influence that cop. I'd tell your story to others you meet if you think they might be sympathetic--though I'd start out carefully in telling it, until you get a sense of their opinion on the issue.
Anyway, influencing a cop may not end up high-priority on your list. It sounds like you've figured a good variety of options you have, and are being pro-active, realistic and wise.
Electric fencing sounds great!
I don't know if your neighbor's remaining dogs would potentially pose a serious danger for a dog you might get if he has dogs that are real fighters? I sure liked having a couple of dogs in the country. Our neighbors' dogs were rarely pushy with ours, because all the dogs understood their own territory (Houses were spaced quite far apart) & seemed to yield to whichever dog constituted the "home team" at a given location. However, in "no man's land" (like the street) there was more risk of a fight, though these usually sorted out quickly as long as the owners stayed calm (I've been told that if you start yelling, the dog perceives you are part of the fight and thinks it should help in defending you. Even if you are actually yelling at the dog because you're trying to get it to stop
