I have a weird looking rooster

It looks like a pullet to me. I had a batch of 6 chicks last year, 5 of which were roosters. I had one EE that looked female until it crowed which happened later than the others. It was a funny looking slow developing roo. That one will probably lay eggs ;) Keep us updated!
 
Quick pictures I took to show Scruffy next to one of his sisters. He has pretty much identical feather pattern to her.

I think the father might have been a gold laced Sebright, which is a hen-feathered breed.

That's probably the only thing I know for fact, she never had any Sebrights.. :/ (My Aunt I mean, she's the one I got Scruffy from.)

lol, you're making this hard to wildly speculate properly! ;)

In rewinding back to the beginning of this thread, I notice that 2nd rooster has rounded or hen feathered saddle feathers and sort of hen coloration... I wonder if he's partially hen feathered ... in which case there would be a chance that he will molt out to be hen feathered in his second year.
