they can swim in warm (not too hot or cold!) water soon but must be able to stay under a heat lamp after if they want

They can take short supervised swims with a human around from hatch. Keep it short, and make sure the water is warm and shallow. If you start to notice them getting tired, remove them immediately, towel dry, and place back into their brooder. You probably don't want to have permanent swimming/playing water in their brooder. Your ducks are very cute!
