please i dont know what to do , the only time this little one is comfortable is when in my hand so I cut the bottom of the of a water bottle and I put the little guy in there and put it back in the incubator it's neck is way too weak as if it has wry neck

All you can do is hope for the best. My last batch of 6 piped and hatched on day 19.
4 days now and there doing really well, couple even getting feathers already.

The egg shell parts should dry and will eventually come off. If it doesn't, then once it's completely dry you can cut it but far enough away from the body so it can still heal on its own. If you still think it's wry neck once it's completely dry and in the brooder, then there's a few things you can do why it's still early. The first thing you can do is massage its neck to try and loosen up the muscles. I had to do this for one of the chicks I hatched. Another thing you can do is put nutrients/electrolytes into it's water. I got this at TSC. Once I added this to my chicks water and massaged its neck, it made a recovery. I hope yours does too.
