The trick with a 16' cattle panel is having room to drag one end over the base frame and anchor it temporarily with plumbers strap so it can still move SOME but not much in the strap. You then grab the other end and "walk" it into place. As you walk it will bend. Once you are over the second side of the base lower it inside. Tension from the arc will hold it BUT watch for spring out. If it slips up it will spring loose releasing that tension.
