I agree with Shelly your #3 is your rooster.
Beautiful birds were did you get them? Are the eggs blue or blue /green?
I would love to have a few hens as pretty as your ee's.

I had mine ordered by a feed store & they came from Dunlap.
 
EEs are so hard to tell since the boys tend to be late bloomers. In the previous pics, I though pullet, but those last two you posted of the blue roo is a for sure roo! He is gorgeous!! You'll have to post us more pics of him as he matures!!!
 
I disagree - that is an EE pullet, not a cockerel.

The hackle feathers may look a little pointed because she's an EE - EE pullets have that pointed look to their hackle feathers too. Her body and tail are female shaped. Her sickle feathers are rounded. No roo tail feathers. Her comb is small too.
She's definitely a girl.
 
I'm still leaning towards that EE being a hen too. Now, BO #3 looks like it could have saddle feathers, but it's an odd angle.

ETA: Do you have a pic of that EE's comb?

I agree with Arizona, that ee with blue is a pullet. It's likely a case of people "seeing roo" over the idea of there being fertile eggs. Even an EE cockerel would be showing plainly shiny and pointy feathers on neck AND saddles at that age. Plus on wing bow.

Has it been REALLY proven that bulls eyes are always sign of a fertile egg? I never tested it so I have no "personal experience" with that.. I'm kinda thinking that either: bulls eyes are not necessarily signs of a fertile egg, and that is why you are seeing one despite no cockerel.. or a pullet is holding fertile sperm for incredibly long time.
 
I think its a Roo. He is a handsome chappy! Won't your BO's go broody? You could get a small bator like i've got, cost around £35. Thats the only way to tell if you have a chap or not! Alternatively, you could do a makeshift bator and incubate for a few days and see if it starts developing
