We bought our pheasants at a feed store last spring and it was the same deal, they didn't ask for anything paperwork wise. The owner was trying to get us to take all that they had about 30 of them, Probably should have and got a deal thinking back but we just got 10.
According to the rules you have to use a recipt and record your license # and the buyers # and both of you are supposed to keep that for inspection if asked
