Welcome to our eggcelent flock here at BYC.
I’d put the RIR back in. It will get pecked but that’s normal. I had 27 going at it when they were chicks until an established pecking order evolves.

Welcome to BYC. Try introducing one of the less aggressive chicks to her in her brooder. That way she has the 'home field advantage'. If that goes well add another and eventually another until all are together.
