You made another good point about the previous person not wiring properly.
I've seen breakers wired backward. Hot on bottom and load on the top.
I was once told to remove conduit that was no longer being used. As I was taking it apart, water poured from it.
It had 3 wires in it. I was about to cut them when I decided to find out where they went to see what they had powered and verify they weren't hot. I got to the end of the conduit and found a push button start/stop station. It was hot. Worse yet someone had wired it with full power to the motor starter. Rather than 120 volt control power, it had 480 volts on it. I think my boss wanted to kill me, telling me it was no longer used.
