My daughter has really poor circulation. Her hands are always ICY - we live in Southern California - it's hard to get cold hands here. We haven't found anything that works that well that she will tolerate. I found these reusable gel heat packs that you put in your ski gloves. They stay warm for almost an hour, then you just click the button in the middle and it heats up again. I put those in her pockets and am working on getting her to stick her hands in there once in a while and click the button if it's cold.They warm my hands up temporarily, and they are super fun to play in, but it's not a permanent fix. I don't think it's arthritis or anything, just poor circulation and anemia.
