the box has 24 volts by itself but the wire has nothing going though it

Then the fence isn't properly connected to the output side of the box or to ground.

  - Update for you... set a gazzilion pea eggs last night, so should see some chicks in 26-29 days from now. Also have another 12 or so due this month, I think, but I don't remember when I set them.
